PRIVATE PRACTICE OF LAW - present position
JP opened a legal practice in Anchorage, Alaska on November 1, 1997, specializing in environmental, business and public land law with a focus on issues relating to the mining industry.
- He has a high level of proficiency in contract negotiations, title certification, and regulatory issues.
- His representative clients currently include Nevada Star Resources Corporation, the Alaska Mines Association, Mystery Creek Resources, Inc., Select Resources Corporation, and Alaska Renewable Energy Development, Inc.
SILVERADO MINES LTD.
JP was recruited in 1994 by this publicly-traded gold mining company headquartered in Vancouver, BC, to be president and chief executive officer. His responsibilities focused upon legal and regulatory affairs, finance, administration, human resources and special projects. He oversaw a staff of 27 and an annual budget of over $4,000,000.
- During his tenure with Silverado JP enhanced the company's overall effectiveness through his intimate familiarity with the mining industry as well as relevant state and federal agencies.
- He swiftly settled critical tax liability problems and creditor claims.
- He revitalized the finance and administrative teams. These improvements not only led to a vast improvement in internal reporting, but provided better tax and securities guidance for the company's strategic planning.
U.S. DEPARTMENT OF THE INTERIOR (DOI)
JP was selected in 1990 to be Regional Solicitor (legal officer) for Alaska. In that position he was responsible for mediating policy conflicts, defending government interests in court, and acting as general counsel for all DOI agencies with Regional Offices in Alaska. He suprvised a staff of 10 attorneys plus several clerical personnel.
- He was consistently recognized for excellent performance in all facets of this position.
- He assisted in direction of numerous projects involving land ownership, jurisdictional and regulatory problems with the Bureau of Land Management, National Park Service, Fish and Wildlife Service, Bureau of Indian Affairs, Joint Pipeline Office and U.S. Geological Survey.
- He collaborated with the Department of Justice on federal litigation affecting the interests of the Department of the Interior.
PRIVATE PRACTICE OF LAW
JP opened a law practice in Juneau, Alaska on February 1, 1986, specializing in environmental, business and civil law.
- His key clients included Noranda Mining Company, A. J. Mine, Coeur d'Alene Alaska Mining Company, Silverado Mines Ltd., the American Council of Life Insurance and American Family Life Insurance Company.
- His practice included mining lease negotiations, lobbying before the Alaska State Legislature and the Juneau Assembly, assisting in the preparation of environmental and sociological impact reports, and facilitating the preparation of a local mining ordinance.
ROBERTSON, MONAGLE, EASTAUGH & BRADLEY
JP was recruited in 1975, by this multi-faceted environmental, business and civil law firm.
- He was responsible for providing litigation, negotiation, arbitration, joint venture and partnership services to a variety of business clients.
- He provided counsel on oil and gas ventures.
- He represented mining and insurance interests before the Alaska State Legislature and assisted in the drafting of proposed legislation requested by resource development clients.
JP's earlier experience (1973-75) includes two years as an attorney with the Office of General Counsel of the U.S. Department of Commerce dealing with issues involving NEPA, the Clean Air and Water Acts, and other environmental statutes. He was awarded Bronze Star for service in Viet Nam, U. S. Army, Judge Advocate General's Corps (1969 - 1973).
